Where can I find information on training for stewards, supervisors and safety officers
It is the responsibility of sport ground management to ensure that all safety personnel are trained and competent to undertake both their normal duties and their roles under the management’s emergency and contingency plans..
Training must be conducted by occupationally competent persons using suitable training resources and material that will provide the relevant underpinning knowledge to satisfy the requirements of the National Occupational Standards for those relevant vocational qualifications.
The National Occupational Standards (NOS) in Spectator Safety for stewards, supervisors and safety officers has been determined and published by SkillsActive.
Spectator Safety has standards at three levels:
Level 2 Stewards Level 3 Supervisors Level 4 Safety officers
Awards are available as either a Vocational Qualification (VQ) or as a National Vocational Qualification (NVQ).
Only bodies accredited by the Qualifications and Curriculum Authority (QCA) may award these spectator safety qualifications. If you require any information on local approved centres or training providers please contact one of the awarding bodies.
Spectator Safety Qualification Framework
Qualification Framework For Spectator Safety Level 2
Candidates Must Achieve All of the Following Units
C29 Prepare for spectator events
C210 Control the entry, exit and movement of people at spectator events
C211 Monitor spectators and deal with crowd problems
C237 Help to manage conflict
A52 Contribute to the work of your team
C35 Deal with accidents and emergencies
C238 Control and detain people at a spectator event for action by the police
Qualification Framework For Spectator Safety Level 3
The qualification consists of 6 units, and is made up of 4 mandatory and 2 optional units.
Mandatory Units: The candidate must complete the following:
C212 Prepare stewards and venues for spectator events
C213 Maintain stewarding in designated areas and deal with spectator problems and emergencies
A324 Develop productive working relationships with colleagues
Optional Units: The candidate must complete two of the following:
A21 Support the efficient use of resources
A323 Manage your own resources and professional development
A41 Manage information for action
C238 Control and detain people at a spectator event for action by the Police
C33 Work with others to improve customer service
Qualification Framework For Spectator Safety Management Level 4
The qualification will consist of 9 units, and is made up of 7 mandatory and 2 optional units.
C216 Plan for the safety of people attending a spectator event
C217 Ensure the safety of people attending a spectator event
A11 Assist the organisation to develop and implement policies
A311 Develop productive working relationships with colleagues and stakeholders
A42 Provide information to support decision making
A321 Provide learning opportunities for colleagues
A22 Manage the use of physical resources
B218 Encourage innovation in your area of responsibility
A319 Recruit, select and keep colleagues
A320 Allocate and monitor the progress and quality of work in your area of responsibility
A43 Facilitate meetings
A57 Provide advice and support for the development and implementation of quality policies
A56 Implement quality assurance systems
A58 Monitor compliance with quality systems
A44 Manage a project
